The Special Adviser to President Muhammadu Buhari on Media and Publicity, Femi Adesina, said that he has no idea who foots the medical bill of the president.



Mr. Adesina said this when he appeared on a Channels Television talk show, Politics Today.

Mr. Buhari has been away on medical vacation since May 7. He has been in the United Kingdom for treatment of an undisclosed ailment.

During the interview, Mr. Adesina said details of how payments for Mr. Buhari’s hospital bills are effected do not matter. “Does it matter at this point?” he said in response to a question posed by the programme presenter.

“We need to know, he is our president. He is a public official.

This shouldn’t be shrouded in secrecy,” the presenter, Seun Okinbaloye, replied him. “I do not know who is paying,” Mr. Adesina said, “but as a president, he has a right to be treated by the country.”

When asked specifically whether Nigeria is taking care of the bill, he said: “Most likely. I don’t not know for sure.”

Mr. Adesina, who was a part of the delegation that met Mr. Buhari during the weekend, explained that the president was “sharp, he was smart, he was lucid.”
“But like I said in the statement we issued, he will come when his doctors say ‘it’s time to go home’,” he argued.

Van packed with kids collides with truck 70km outside the capital Pretoria, killing and trapping many students inside.

A minibus crashed and burned on Friday killing at least 20 children in a horrific traffic accident outside the South African capital Pretoria.
Paramedics treated the injured at the scene after the van carrying students collided with a transport truck northeast of the capital, about 70km from Pretoria.

"It is confirmed 20 children have been killed," Russel Meiring, spokesman for the ER24 emergency medical service, told AFP news agency.

"Paramedics arrived on the scene to find the fire services already in attendance. The fire services had already extinguished the burning vehicle, which was found lying on its side."

The victims were between five and 10 years old, said Meiring. He said several children survived after being pulled from the wreckage near Bronkhorstspruit, east of the capital.

Authorities were investigating the cause of the crash. "We are trying to find out exactly what happened," he said.


Children trapped

Many children were trapped inside the vehicle and most of the fatalities were declared dead at the site of the accident. Department of education spokesman Steve Mabona said some of the bodies of the children were charred beyond recognition.

"The children were treated for their injuries and provided with advanced life support interventions before they were transported to various hospitals in the area for further treatment," ER24 said.

Despite sophisticated road networks, South Africa battles with a high rate of road fatalities blamed mostly on speeding, reckless driving, unroadworthy vehicles and failure to use seat belts.

A total of 235 people died in accidents on South Africa's roads during the recent Easter period, a 51 percent increase over the same period last year, according to the country's Road Traffic Management Corporation.

The government estimates as many as 600,000 children with disabilities are not getting an education.




Lesley Mashimbye's father wanted to abandon him at the hospital. Family members were so embarrassed when he visited, they wanted him kept him inside a bedroom. The thirteen-year-old suffers from Cerebral Palsy and Spina Bifida.

"They make me feel sad," he says about the intolerance he's faced from extended family members, neighbours and people in the community. "I want people out there to see me as a dignified person and I want them to love me."




"They hide away those children. They don't want their communities to know, because they believe their communities are going to judge them," says Onyi Nwaneri, communications director with the non-profit group, Afrika Tikkun.

"If you start by eliminating the fear in their head and give them an understanding that every child has a right and that child's rights needs to be facilitated, that's a starting point."

The government estimates as many as 600,000 children with disabilities aren't getting an education. The pervasive stigma is just one factor. Lack of resources and access are daunting obstacles.

There aren't enough free public schools. The government-run "special schools", catering to those with disabilities, require fees that many families can't afford, Nwaneri says.
"The barriers to access is multiple and overwhelming and what you find in most families, who already have prejudices around their children, is that they give up."

Rejected by 10 schools

Lesley's mother Maria refused to give up, however. She says her son was rejected from 10 schools and neglected at others, causing the wheelchair-bound boy to get open wounds on his feet. She filed a lawsuit and things improved. Now, he's thriving at school.
"Our journey was really painful," says Lesley. "But now it's better. I am happy. I have nice friends. They are very good to me."

But Lesley's school is an hour away from their home in Orange Farm, near Johannesburg. His mother, the sole breadwinner, must pay a driver to transport him back and forth. It's an economic hardship. "This is my son and I will fight for him," says Maria Mashimbye.

The Department of Basic Education says it's devoted more money to schools for children with special needs. It's also raising awareness among parents and reaching out to other governmental agencies, civil society groups, and universities to help get children with disabilities out of their homes and into classrooms.

"You can't fault parents or whoever thinks maybe the department is not doing enough," says Moses Simelane, director of Inclusive Education. "The general public needs to understand as Basic Education alone, we can't manage. We can't achieve much. We need all hands on deck. That's the only way we believe we're going to make a difference."
To combat the intolerance in their community, Lesley's mother launched a campaign. She painted her house purple to promote pride for children with disabilities. House by house, other families have done the same and created a network of support, Maria says.

"It is not only Lesley. Now, my vision is to fight for each and every child to go to school."

The Central Bank of Nigeria (CBN) has directed Deposit Money Banks to suspend charges on over-the-counter or ATM withdrawals of above N500,000 or deposit of same amount.

The apex bank’s Director, Banking and Payments System Department, Dipo Fatokun , in a circular dated April 20, 2017, said all the charges introduced in February, and meant to take effect from April 1, 2017, have been dropped.

“For further clarification, the existing policy prior to the announcement of the new policy as earlier implemented in Lagos, Ogun, Kano, Abia, Anambra, Rivers states and the FCT shall remain.
For the avoidance of doubt, the old charges to be reverted to are as follows: an individual charge on withdrawals or lodgement limit is now three per cent.
Corporate accounts will be charged five per cent for withdrawal or lodgement of over N3 million cash.
Henceforth, nothing will be charged as processing fees for lodgements,” he said.

Fatokun directed banks to make all necessary refunds to customers with immediate effect.
CBN in February announced its plan to extend the Cashless Policy to all the remaining states of the Federation by Oct. 1, 2017, to enhance the efficiency of payment systems.
This policy, which received a lot of backlash from market analysts, was to commence in phases within the country with effect from April 1, 2017.

The policy introduced charges on the cumulative cash withdrawals or deposits per customer per day, irrespective of the channels used either over-the-counter or ATM.
The charges for individuals was two per cent for withdrawals above N500,000 to N5 million, 1.5 per cent on deposits for N500,000 to N1 million, and three per cent on deposits above N1 million to N5 million.

Also, individual withdrawals above N5 million was to incur a 7.5 per cent charge.

Similarly, corporate accounts were also to incur a charge of two per cent on withdrawals ranging from N3 million to N10 million, while withdrawals of that amount would be at a five per cent charge.

Over-the-counter deposit of above N10 million to N40 million was to attract a three per cent charge and 7.5 per cent on withdrawals, while above N40 million attracts five per cent on deposits and 10 per cent on withdrawals.
However, the policy exempted Revenue-Generating Accounts of the Federal, State and Local Governments, Ministries, Departments and Agencies of Government from cash deposit charge.

Also, accounts of Embassies, Diplomatic Missions, Multilateral, Aid Donor Agencies in Nigeria, Microfinance banks and Primary Mortgage Institutions were exempted from the cash deposit and withdrawal charges.

The Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, Garba Shehu has said his principal is not eager to exchange words with the suspended Secretary to the Government of the Federation, Babachir Lawal.

Shehu was reacting to Lawal’s claims on Thursday, that he was not aware of his suspension.

Speaking in an interview with Television Continental, Shehu explained the processes by which Buhari removes some of his appointees and insisted that nobody is fired on the radio or television.

“Our idea is not to engage in back and forth on this matter. Again, let me just give you this account, the tradition of President Muhammadu Buhari in dealing with all of the removals, including those of the military and so in, he has instituted a practice by which nobody hears of their own removal from office on the radio or television.

“He insists that each individual must be informed beforehand, so that they will let members of their family and staff know, and I am aware that the statement did not go out as early as it was issued because all of the parties needed to be contacted before it was issued, and it didn’t go out until exactly 1pm.

“What has happened has happened, we will not engage the SGF in any exchanges except to say that the president has set a very strong and a strict record since he came to office. Nobody will be fired on radio or changed from their position via the mass media, they must be informed, and I am aware that as early as 10 o’clock this statement was ready but it never was issued until 1pm but the idea was that all of them must be reached, informed that this had happened.

“On the contrary, it is a testimony to the president’s strict adherence to the due process of the law, to fairness and equity, because if the president was in a haste and he felt under pressure, he would have removed or sent the SGF on suspension on the basis of the interim report.

“But having seen that this report was an interim one, the Senate, they knew that they owed it to the president to prve it, to put before him a final report, which as I speak to you hasn’t come in as at now. I’m not blaming them for the delay in this action, but if the president had received that final report earlier than now he would have acted on it.

“However, it would seem to me that the president is now determined to get his own report and on the basis of which he now asked the Vice President to go and investigate and report back to him,” Shehu said.
